Nordic and Baltic countries to fund a joint USD 500 million PURL package for Ukraine

Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden pledged a USD 500 million package under the Prioritised Ukraine Requirements List (PURL) initiative for equipment and acquisition procurement from the United States. It was announced at the Nordic-Baltic (NB8) Defence Ministers' meeting in Helsinki.

"Ukraine needs effective, quick and targeted assistance today more than ever so that we make a real difference in the balance on the frontlines. We have and we will consistently support Ukraine in this war through the different formats that respond to the country's different real-life needs. Lithuania will contribute USD 30 million to this PURL package with financing also earmarked for the next year. In the meantime, it is also a must to authorize the use of the frozen Russian assets to compensate for the loan covering Ukraine's defence spending. We need an EU-level consensus on that at the earliest possible date," Minister R. Kaunas said at the meeting.

NATO Secretary General Mark Rutte commended the announcement. "Our Nordic and Baltic Allies are stepping up to fund a further package of critical military equipment for Ukraine. This equipment is extremely important as Ukraine enters the winter months, and deliveries through PURL are flowing into Ukraine. NATO Allies will continue to deliver essential equipment and supplies," the Secretary General is cited saying.

The PURL programme helps Ukraine identify critical operational priorities that require defence capabilities available from the United States and paid for by the European Allies and Canada. This enables an accurate targeted joint effort and funding by NATO Allies providing Ukraine with the weapons and ammunition it needs urgently. The supply is ensured by the United States.

The NB8 meeting also addressed other assistance to Ukraine initiatives, including the training of the Ukrainian Brigade conducted with assistance from the Baltic and Nordic countries and Poland. Last month, the OP-LEGIO Training Centre was officially opened at the Lipa Training Area of Poland. Lithuania will contribute EUR 12 million worth of equipment, as well as ammunition, grenades and a mobile training team to the initiative.

When addressing the security on the eastern flank, including strengthening air defence and Allied military presence in the region, Minister underscored the importance of retaining a robust Allied presence in the Baltic states and transitioning to air defence from air policing in reflection of the real security situation. R. Kaunas also thanked the Nordic countries for the input in strengthening the Baltic security.

Nordic-Baltic Eight (NB8) is an informal cooperation format that includes Denmark, Estonia, Finland, Iceland, Latvia, Lithuania, Norway, and Sweden.
