Foreign Minister Tsahkna: Nordic and Baltic countries' joint contribution to NATO's Ukraine defence funding mechanism is especially vital ahead of winter

According to Foreign Minister Margus Tsahkna, NATO's announcement today that the Nordic and Baltic countries will jointly contribute $500 million to the Prioritised Ukraine Requirements List (PURL) is a clear signal of the region's unwavering support for Ukraine. It is particularly crucial ahead of winter, as Ukraine faces intensified Russian attacks.

"Russia's increasingly aggressive strikes on Ukraine's civilian and energy infrastructure are aimed at plunging the country into cold and darkness before winter, extinguishing hope and weakening the will to resist. We must act to ensure Russia does not achieve this goal," said Tsahkna.

"Through the PURL initiative, Ukraine receives urgently needed military equipment to protect its people and resist the aggressor — and this support is now more critical than ever," the minister noted. "The joint contribution by Estonia, Latvia, Lithuania, Iceland, Denmark, Finland, Sweden, and Norway demonstrates our firm commitment to continued support for Ukraine. Contributions from all allies to PURL are essential to send a clear message to Russia: support for Ukraine is only growing."

Tsahkna emphasised that the Nordic and Baltic countries have long been among Ukraine's strongest supporters. One of Estonia's priorities during its presidency of the Nordic-Baltic cooperation format (NB8) next year will be to ensure that support for Ukraine remains at the heart of the region's efforts.
The Prioritised Ukraine Requirements List (PURL) was announced in July by US President Donald Trump and NATO Secretary General Mark Rutte, with the aim of strengthening Ukraine's defence capabilities and meeting its urgent military needs. Under the initiative, the United States provides Ukraine with critical military equipment — including missiles, precision weapons, air defence systems, and ammunition — funded by European Allies and Canada. Estonia will contribute €10 million to PURL, as approved by the government.
