PRESIDENT REITERATES CALLS FOR NEW CONSTITUTION VIA REFERENDUM
Taipei, Feb. 9 (CNA) President Chen Shui-bian reiterated his call for the writing of a new constitution for the country by 2006 through referendum.
Speaking to a group of lawyers supporting his March 20 bid for re-election, the president repeated his claims that the Constitution is out of date and that it is impossible to adapt it to the situation through amendments, especially as the revision process provided for at present is so difficult.
In order to give the country a well-conceived constitution for its sustained development, the president said, he will put a draft constitution to referendum Dec. 10, 2006, and put it into practice by May 20, 2008, when he finishes his second term, should he win re-election.
Chen said a new constitution will be one of his most valuable legacies for the country.
