PRESIDENT TO UNVEIL PLAN FOR PEACE NEGOTIATIONS WITH BEIJING
Taipei, Feb. 2 (CNA) President Chen Shui-bian will unveil his plan for negotiations with Beijing on a peaceful interaction framework at a press conference Tuesday.
According to an advance copy of the president's prepared statement to be read out at the press conference, Chen will say that his planned negotiations should based on one principle and should cover four issues.
The principle would be to ensure peace across the Taiwan Strait, and the four issues to be discussed are: -- setting up a negotiation mechanism. For example, both sides should appoint a negotiator to communicate with each other who should be resident representatives in each other's capital; -- associating on an equal footing; for example, by setting up liaison offices on the other side; -- building up political ties on the basis of mutual respect and benefit; and -- preventing military conflict, for example by setting up a non-military zone.
The statement is a follow-up to the president's call for a referendum on whether the country should set up a peaceful interaction framework with Beijing through negotiations.
