Peaceful Resolution of the North Korean Nuclear Issue

ROK Ministry of Unification
2004-03-29

The Policy for Peace and Prosperity sets three principles for a resolution of the North Korean nuclear issue:

Ēš

First, the ROK is firmly opposed to any nuclear development program by North Korea;

Ēš

Second, the ROK is committed to the peaceful resolution of the nuclear issue through dialogue; and

Ēš

Third, the ROK pledges to play an active role in pursuing the resolution of the issue.

The South Korean government has through inter-Korean dialogue urged the North to pursue a peaceful resolution.

Ēš

Through various channels for inter-Korean dialogue, including the Inter-Korean Ministerial Talks, South Korea has urged the North to implement the denuclearization of the Korean Peninsula.

Ēš

The two Koreas have agreed to resolve the issue peacefully through dialogue.

The Korean government is cooperating closely with the international community.

Ēš

Through summit meetings between the ROK and the US (May 15, 2003), the ROK and Japan (June 8, 2003), and the ROK and China (July 7, 2003), Korea and the concerned countries have pledged cooperation in resolving the North Korean nuclear issue peacefully.

The Six-Party Dialogue has begun.

Ēš

Due in part to the efforts of the ROK to persuade North Korea through inter-Korean dialogue and through its diplomatic efforts, the Six-Party Talks, involving the participation of the ROK, North Korea, the United States, Japan, China, and Russia, were held in Beijing on August 27-29, 2003.

The Second Round of Six-Party Talks was held in Beijing on February 25-28, 2004.
The Parties expressed their willingness to coexist peacefully. They agreed to continue the process of the talks and agreed in principle to hold the third round of the Six-Party Talks in Beijing no later than the end of the second quarter of 2004. They agreed to set up a working group in preparation for the plenary. The terms of reference of the working group will be established through diplomatic channels.

Six-party dialogue is expected to be a useful channel through which the North Korean nuclear issue can be resolved peacefully.
