INTRO: South Korean President Rho Moo-hyun is in Washington for his first meeting with President Bush. V-O-A's Paula Wolfson reports growing tensions with North Korea are sure to top the agenda.

TEXT: They will meet Wednesday evening, Washington time, at the White House and plan a brief news conference following the talks.

North Korea's nuclear intentions are expected to be the focus of the meeting, though there is also likely to be some discussion of trade issues and the status of U-S troops in South Korea.

On the eve of the talks, Mr. Roh told the U-S Chamber of Commerce that his government wants to see the North Korean crisis resolved peacefully. He said he will urge President Bush not to resort to pre-emptive military strikes against Pyongyang.

The White House has emphasized that it wants to see a diplomatic solution to the crisis, although it is keeping all its options open.

On Monday, North Korea announced it had pulled out of a 1992 agreement with Seoul to keep the peninsula free of nuclear arms. Earlier, Pyongyang withdrew from the Nuclear Non-proliferation Treaty, and breached a 1994 agreement with the United States. (signed)
