INTRO: South Korean President Roh Moo-hyun, who is on his first official visit to the United States, is expected to urge President Bush to take a more conciliatory attitude towards North Korea. V-O-A's Robert Daguillard has this report.

TEXT: President Roh says he is determined to work with the United States to convince North Korea to disarm and to abandon its nuclear weapons program peacefully.

He expressed his views on the North Korean nuclear situation in a speech in Washington on Tuesday, one day before he is to meet with President Bush at the White House.

Mr. Roh said his government will not condone Pyongyang's program to develop nuclear weapons and that he and the United States share a common understanding that the differences with North Korea have to be resolved through diplomacy.

President Bush has also emphasized many times publicly that the nuclear issue will be solved peacefully through diplomatic means.

But, while the Bush administration says it is committed to a peaceful resolution, it insists it wants to keep all options open.
