- United States Urges International Commitment to Rebuilding Iraq Washington File 13 Oct 2004 -- Deputy Secretary of State Richard Armitage has invited international donors to raise their commitment to Iraqi reconstruction, particularly in the humanitarian sectors of electricity and water infrastructure, following the United States' decision to shift $3.46 billion in funds away from these areas and into programs aimed at strengthening Iraq's security forces.
- Powell-Iraq VOA 13 Oct 2004 -- Secretary of State Colin Powell, in a Washington address late Wednesday, said the insurgency in Iraq is weakening and that Fallujah and other key towns in the so-called Sunni Triangle of central Iraq will soon be under government control.

- Aid to Iraq should foster climate conducive to elections, UN official tells donors UN News Centre 13 Oct 2004 -- Everything must be done between now and January to foster a political climate in Iraq conducive to open, free and fair elections, the head of the main United Nations development agency (UNDP) told donors meeting today in Tokyo.

- Iraq: Donor Conference On Iraq Opens In Japan RFE/RL 13 Oct 2004 -- Officials from 55 countries and organizations have gathered in Tokyo to discuss international reconstruction funds for Iraq. Japan and the United States today called upon donor countries to not waver in the face of continuing violence in Iraq and to honor pledges they have already made to help rebuild the war-torn country.
- Iraq Appeals For More, Quicker Aid RFE/RL 13 Oct 2004 -- Iraq's Deputy Prime Minister Barham Ahmad Salih has told an international aid donor's conference that his country urgently needs more help from the world community.
- Iraqi Air Force Set to Receive Additional Aircraft AFPS 13 Oct 2004 -- The Iraqi air force's 70th Squadron will take possession of the first two SAMA CH2000 light air surveillance aircraft Oct. 29, in Basrah, as the first delivery of an addition to the force that will number eight to 16 aircraft.

- Japan offers dlrs 40m in election aid to Iraq IRNA 13 Oct 2004 -- Iraq received reconstruction aid offers from several countries including Japan at an international conference of donors that began Wednesday in Tokyo, pledging in return to make the country safer by January when it will hold parliamentary elections.
- BRITAIN/IRAQ VOA 13 Oct 2004 -- Answering parliamentary questions Wednesday, Prime Minister Tony Blair strongly denied that he misrepresented pre-war intelligence regarding Saddam Hussein's mass destruction weapons arsenal. The British leader is under growing pressure to apologize for using evidence now proven to be false in building his case for war.
