Iran says it will make a decision about whether to allow surprise inspections of its nuclear facilities after a visit from U.N. legal experts.

Speaking to reporters in South Africa Tuesday, Iranian Foreign Minister Kamal Kharrazi said legal experts from the International Atomic Energy Agency will brief Iranian officials, after which a decision will be made.

Tehran has been under increasing international pressure to sign an additional protocol to the Nuclear Non-Proliferation Treaty which would allow the unannounced inspections.

On Monday, European Union ministers announced plans to review ties with Tehran, saying closer economic relations would depend on several issues, including Iran's progress on nuclear non-proliferation.

Mr. Kharrazi also dismissed a warning on Monday from President Bush in which he accused Tehran of harboring terrorists. Mr. Kharrazi said Iran has actively combated terrorism by arresting members of the al-Qaida terrorist network.

He accused Washington of supporting the Mujahedeen al-Khalq, an Iranian rebel group that has camps in Iraq.

The U.S. State Department lists the Mujahedeen al-Khalq as a terrorist group on its list of terror organizations.

In a separate development, Iranian officials say Zahra Kazemi, the Iranian-born Canadian photographer who died while in Iranian custody, will be buried in her hometown of Shiraz on Wednesday.

In a statement Tuesday, the Iranian Journalists Union said it would hold a memorial service for Ms. Kazemi after her burial.

The Union also announced that Iranian journalists will stage a strike on August 8 to protest the lack of press freedom in Iran.
