Inside North Korea

Rodong Shinmun, the official newspaper of the Korea Workers' Party, asserted on November 18 that, "the socialist economy fundamentally differs from capitalism, in that it is a collectivist economy and a planned economy. If we throw away revolutionary principles and introduce capitalist methods into socialist economic management, the foundations of the socialist economy will be undermined."

Accompanied by Kim Yong-Nam, Jo Myong-Rok, Hong Song-Nam and Kim Il-Chol, Kim Jong-Il held a meeting with the attendees of National Military Supporters' Convention on November 19. During the meeting, he stressed that, "the true revolutionary warriors are those who play leading roles in projects supporting the military."

Central Broadcasting Station reported on November 25 that, "the decrees of the Supreme People's Assembly for the adoption of the Mt. Kumkang Tourism Zone Law was announced on November 13. The decree adopted the Mt. Kumkang Tourism Zone Law and specifies technical issues required for the cabinet and relevant government organizations to institute, in order to execute the law."

International Issues

Rodong Shinmun, the official newspaper of the Korea Workers' Party, asserted on November 20 that, "Japan is trying to push the issue of clearing up its past wrongdoings into the background while arguing for early resolution of nuclear and abduction issues. Japan should take a correct view of the essence and priorities of the issues, and faithfully implement the DPRK-Japan Pyongyang Declaration." 

On November 14, the North Korean Foreign Ministry issued a statement regarding KEDO's decision to suspend the provision of heavy oil to the North, saying, "the U.S. has responded to our proposal for concluding a non-aggression pact to prevent at least the crashing of the Agreed Framework with the suspension of heavy oil provision. It is a robber's logic and American style hegemony. This, however, will not work here on the Korean peninsula."

Inter-Korean Issues

Central Broadcasting Station reported November 20 that "in accordance with the agreements of the third North-South economic cooperation talks, two tracks of working-level negotiations on the reconnection of railways and roads and maritime arrangements were held at Mt. Kumkang from November 18 to 20.

A November 21 report of the Naval Command of the Korea People's Army claimed falsely that "South Korean fighting vessels committed grave military provocations by opening fire against naval patrol boats that were under normal duty in the West Sea on November 20."

The Democratic Front for the Reunification of the Fatherland issued an "Appeal to All Korean People" on November 22, in which it threatened that, "The U.S. is making a fuss about confronting us about nuclear issues. What is really at stake are the rights of the entire Korean people, both in the North and the South, to survival and sovereignty. If disaster strikes the North, the South shall not escape it."
