Concerning Preservation of US-DPRK Framework Agreement

2429-25-11-2002

Moscow has taken note of the Korean Central News Agency's statement of November 19 and the comment by a spokesman for the DPRK Ministry of Foreign Affairs of November 21 expressing the position of Pyongyang on the 1994 Framework Agreement with the United States.

We welcome the confirmation made by the DPRK in these documents of its adherence to observance of the agreement and sincerely hope that Washington and Pyongyang will be able via a constructive dialogue to find a mutually acceptable way out of the prevailing situation and will completely fulfill their commitments under the Framework Agreement. This is necessary to preserve the nuclear nonproliferation regime in Korea and normalize American-North Korean relations.
