INTRO: SECRETARY OF STATE MADELEINE ALBRIGHT SPENT TUESDAY WITH ONE OF THE CLINTON ADMINISTRATION'S CHIEF FOREIGN POLICY CRITICS. SHE TRAVELLED TO THE STATE OF NORTH CAROLINA AT THE INVITATION OF REPUBLICAN SENATOR JESSE HELMS AND TO MEET WITH STUDENTS TO DISCUSS AMERICAN FOREIGN POLICY ISSUES. AS CORRESPONDENT NICK SIMEONE REPORTS FROM THE STATE, ONE ISSUE THAT WAS DISCUSSED DURING THE DAY WAS WORKING OUT AN AGREEMENT WITH THE SENATOR TO GET A TREATY BANNING CHEMICAL WEAPONS RATIFIED BY THE SENATE.

TEXT: SECRETARY ALBRIGHT TOLD STUDENTS AT A SMALL UNIVERSITY HERE SHE CAME TO NORTH CAROLINA TO TALK ABOUT FOREIGN POLICY IN THE PLAINEST LANGUAGE POSSIBLE, AND SHE DID WITH STUDENTS AT WINGATE UNIVERSITY.

BUT IN PRIVATE TALKS WITH THE STATE'S POWERFUL SENATOR JESSE HELMS, MUCH OF THE DAY WAS SPENT ON FOREIGN POLICY ISSUES THAT DIVIDE THE CLINTON ADMINISTRATION FROM REPUBLICANS WHO CONTROL CONGRESS, AMONG THEM FOREIGN RELATIONS COMMITTEE CHAIRMAN HELMS. HE IS BLOCKING SENATE RATIFICATION OF A CHEMICAL WEAPONS TREATY THAT IS SET TO TAKE EFFECT AT THE END OF NEXT MONTH.

SENATOR HELMS AGAIN TUESDAY REPEATED HIS OPPOSITION TO THE ACCORD, SAYING IT WOULD DO ABSOLUTELY NOTHING TO PROTECT AMERICANS FROM CHEMICAL WEAPONS SINCE NATIONS SUCH AS IRAQ AND LIBYA ARE NOT SIGNATORIES. BUT HE STOPPED SHORT OF CALLING THE TREATY DEAD IN THE SENATE.

IF BOTH SIDES WILL SIT DOWN AND BE REALISTIC ABOUT IT, THERE'S A VERY GOOD CHANCE THAT THERE COULD BE A TREATY. OTHERWISE, IF THAT DOESN'T HAPPEN THERE COULD BE A DIFFICULTY BUT I CERTAINLY HOPE THERE WILL NOT BE.

A SPOKESMAN FOR THE SENATOR SAYS THERE ARE STILL PROBLEMS WITH THE ACCORD INCLUDING VERIFICATION MEASURES AND HOW THE TREATY WOULD AFFECT AMERICAN BUSINESS.

STILL, AFTER MAKING HER CASE IN PRIVATE, U-S OFFICIALS SAY SECRETARY ALBRIGHT FEELS INCREASINGLY CONFIDENT ABOUT THE TREATY'S CHANCES OF RATIFICATION. BUT THIS EFFORT TO TRAVEL TO THE SENATOR'S OWN STATE, A GESTURE TO SHOW SHE IS WILLING TO MEET THE SENATOR ON HIS OWN TERRITORY, DID NOT CLEAR UP ALL FOREIGN POLICY DIFFERENCES.

WE AGREE ON THE LARGE ISSUES, THAT BEING THE IMPORTANCE OF PROTECTING AMERICAN NATIONAL INTERESTS AND WHEN WE DISAGREE, WE ARE PRETTY STRAIGHT ABOUT IT AND I THINK WE BOTH APPRECIATE IN EACH OTHER THE FACT THAT WE CAN TALK ABOUT OUR DIFFERENCES AND YET I WOULD SAY WE ARE DEVELOPING A PRETTY SOLID FRIENDSHIP.

BOTH WERE ALL SMILES BEFORE THE CAMERAS AND DID FIND THAT THEY WERE ON THE SAME SIDE OF OTHER ISSUES, INCLUDING TRYING TO HELP A NORTH CAROLINA SHIPPING COMPANY GAIN GREATER ACCESS TO BUSINESS IN JAPAN AND CHINA. (SIGNED)
