Subject: theater missile defense tests near Hawaii and elsewhere
People interested in Theater Missile Defense tests: I've just had a quick look at the Theater Missile Defense Extended Test Range EIS documents, which are in the Reference Section of the Manoa Public Library, 2716 Woodlawn Drive in Honolulu (adjacent to the UH Inst. for Astronomy). There are 5 documents. Vol. I & II of the draft EIS dated Jan. 1994 Supplement to the draft EIS dated July 1994 Vol. I & II of the final EIS dated Nov. 1994 - contains only Exec. Summary, changes to the draft, comments on the draft and responses to these comments The draft EIS has lots of details about missiles to be used and launch sites in or near the four areas evaluated -- White Sands Missile Range in New Mexico, Eglin AFB in Florida, Western Range (Vandenberg AFB and vicinity) in California, and Kwajalein Missile Range in the Republic of the Marshall Islands. People in Hawaii might be especially interested in the following statement from section 2.5, titled Alternatives Eliminated from Further Consideration, of the draft EIS: "The Pacific Missile Range Facility, Kauai, Hawaii, and Wallops Flight Facility, Virginia, were eliminated because of the lack of the full range of land-based instrumentation sites to observe intercepts and inadequate land area for interceptor deployment or for placement of instrumentation that would have to be brought in from another range." So far, I have not received any notices about the EIS that the Navy intends to prepare for theater missile defense tests near Kauai and/or other areas in the Hawaiian island chain.
