Narrative and Notes

	Reliable	Essabar traveled to Afghanistan before 9-11 to communicate the date of the attacks to al-Qaeda's leaderhsip. He remains at large years after the al-Qaeda attacks. Essabar moved to Germany in 1997 and Hamburg in 1998 to study medical technology. He met Binalshibh and others at a Turkish mosque, and was radicalized around 1999, despite the efforts of his parents to dissuade him. Speaks Arabic, French and German. Moroccan passport No. M271351, issued Oct. 24, 2000, in Berlin.^1,2
