Narrative and Notes
	Reliable	Ringleader in 1993 World Trade Center bombing. U.S. officials say there is no strong evidence he was working for al-Qaeda at the time. However, his ties to the organization grew, and by the 1995 Bojinka plot, he was affiliated with bin Laden's organization. Said he wanted to kill 250,000 people in the first World Trade Center bombing. Nephew of Khalid Shaikh Mohammed.
