 | Reliable | Business student in San Diego in early 2000. Associate of Nawaf al-Hazmi and Khalid al-Mihdhar after their arrival in January 2000. He helped them get set up in San Diego. Hazmi apparently considered him a Saudi spy. Center of much post-9-11 suspicion; however, the 9-11 commission described him as "a devout Muslim, obliging and gregarious" and said it is unlikely he is an extremist. He left the United States in August 2001. He was investigated by the FBI on a terrorism issue in 1999, but the allegations against him were deemed groundless.1,2 |
