By early 2003 the Hmar Peoples Convention and the Dima Halong Dauga, both armed militant groups, had started operating against the rival tribes making it difficult for the authorities to gain control over the situation in the trouble-torn district of North Cachar Hills in Assam. The on-going Dimasa-Hmar clashes that are now threatening to escalate into a full-scale ethnic feud.

The spurt in violence during 1999 in North Cachar Hills district was the result of the NSCN fund raising campaign as its sources in Nagaland had dried up following the cease-fire. They were using the local Dima Halong Dauga outfit to do the job in return for arms training.
