Enforcer Series amphibious support ships

Damen Schelde Naval Shipbuilding has produced three generations of the highly successful Enforcer Series of amphibious support ships. The RNLN LPD "Rotterdam" was the first of the Enforcer Series, developed in close cooperation with the Royal Netherlands Navy (RNLN). This was followed by 4 RN LSD (A) Bay Class vessels and the RNLN LPD "Johan de Witt". Each new series has drawn on the experience gained from the construction of its predecessor. Advancements in modularity proved particularly attractive, as customers are able to select the specific modules they require, resulting in significant cost savings.

Since its inception, the ENFORCER Series of amphibious support ships has been highly successful. Historically, the RNLN LPD "Rotterdam", the first of the ENFORCER Series developed in close cooperation with the RNLN, laid the foundation for securing the contract for the design of the 4 RN LSD(A) Bay Class vessels. Subsequently, the RNLN LPD "Johan de Witt" contract utilized the experience gained from previous generations. The advancements in modularity proved particular attractive, enabling the independent selection of modules reflecting the specific operational roles envisaged by the customer. In the process, unique configurations are achieved in combination with significant cost savings.

Royal Schelde has launched a family of four export designs, referred to as the Enforcer Family, which is based on the Rotterdam class. The Enforcer Family is described as "cheap and cheerful" versions of the Rotterdam class, with costs reduced through increased modularity, reduced top speeds, and increased use of commercial construction standards. Some versions are also shorter in length, while the propulsion machinery has been moved from the original amidships position to two hull sections flanking the well dock. The four Enforcer designs vary in length from 126.2m (414 ft) to 162.2m (532.2 ft), and in displacement from 9,180 tons to 14,000 tons. The ship's complement would be 124 for all four designs. Enforcer 1 to 3 could transport 501 troops and Enforcer 4 could embark 613.

The Enforcer Series has been developed in 3 basic sizes, notably set by the beam of the vessel. Selection of the aviation arrangement, a Through Flight Deck (LHD configuration) or Aft Flight Deck (LPD configuration), is largely dependent on customer preference and experience and is both offered in the ENFORCER Series.

The ability to transfer equipment and personnel quickly and safely from ship to shore in all weather conditions is the single most important requirement in today's diverse operations. The Enforcer Series has a stern dock, which creates a sheltered environment for the deployment of Landing Craft in adverse conditions up to Sea State 4. This feature makes operations possible at about 80 percent of the time, compared to the maximum of 30 percent attainable through alternative systems.

The global stage is changing rapidly, with more emphasis on worldwide operations in a wide range of hostilities, for which the Enforcer Series was specifically designed. Damen Schelde Naval Shipbuilding combines the latest verified technology with a vast experience to meet tomorrow's demands. The Enforcer Series has been brought up to date and now offers signature reductions, large flight deck configurations, a wider range of propulsion options and a more flexible application.

Primary roles are:

  • Amphibious Support
  • Strategic Transport
  • Law Enforcement
  • Search and Rescue
  • Support to Operations Ashore
  • Disaster Relief
  • Fleet Replenishment
  • Joint Operations Headquarters
  • Repair & Maintenance support

Damen Schelde Naval Shipbuilding collaborates closely with research institutes and suppliers of reputable combat, weapons and communications systems to optimise the vessels performances and configure, integrate and deliver the combat system that best matches the ship's intended function

Selection of the most suitable platform configuration is done in close cooperation with the customer by analysis of the Concept of Operations and functional requirements.

The Concept of Operations and Range of Missions of the customer determines the Combat System configuration. Royal Schelde co-operates with all reputable combat system, weapon and communications suppliers and can configure, integrate and deliver on a turn-key basis the optimum combat system matching the ship's mission profile. Royal Schelde has a vast experience in applying a unique combination of commercial and military standards and specifications, enabling customer desired military enhancements. These are generally achieved by selection of commercial equipment made suitable for naval application by smart interface engineering. IMO/SOLAS certification and commercial classification notations are used as a standard.

The ENFORCER Series is equipped with diesel electric propulsion for reasons of arrangement flexibility, through life cost, low signatures, redundancy, reliability and low speed manoeuvrability in confined waters. Additionally, Diesel-Direct propulsion may be combined with Azimuth thrusters and open propeller arrangements, when moderate speeds are required. Furthermore, the customer is free to select the appropriate funnel arrangement of his choice: far aft for reasons of IR reduction or conventional.

Azimuth Thrusters may be used when dynamic positioning manoeuvrability qualities are required at lowest possible capital investment. Open Propellers provide emphasis on Underwater Radiated Noise. POD propulsion combine both the above features and providing for low trough life costs at the same time. Generally, the cavitation performance of the POD configuration is exceptionally good.
