Chief of State and Cabinet Members
The president is both the chief of state and head of government. President of the Council of State and President of the Council of Ministers was Fidel CASTRO Ruz (prime minister from February 1959 until 24 February 1976 when the office was abolished. He has been president since 2 December 1976. The First Vice President of the Council of State and First Vice President of the Council of Ministers has been Gen. Raul CASTRO Ruz since 2 December 1976. The head of government is President of the Council of State and President of the Council of Ministers Fidel CASTRO Ruz (prime minister from February 1959 until 24 February 1976 when office was abolished; president since 2 December 1976). The First Vice President of the Council of State and First Vice President of the Council of Ministers is Gen. Raul CASTRO Ruz (since 2 December 1976).
The Council of Ministers is proposed by the president of the Council of State, appointed by the National Assembly. There is also a Council of State whose members are elected by the National Assembly elections. The president and vice president are elected by the National Assembly. Elections were last held 6 March 2003 (next to be held in 2008) Fidel CASTRO Ruz was reelected president with 100% percent of legislative vote. Raul CASTRO Ruz was elected vice president with 100% percent of legislative vote.
The Council of Ministers is the highest executive and administrative body and constitutes the Government of the Republic. The number, designation and functions of the ministries and central bodies which form part of the Council of Ministers are established by law. The Council of Ministers comprises the Head of State and Government, who is its President, the First Vice President, the Vice Presidents, the Ministers, the Secretary and the other members, as determined by law. The President, the First Vice President, the Vice Presidents and the other members of the Council of Ministers selected by the President, make up its Executive Committee. The Executive Committee may make decisions regarding matters pertaining to the Council of Ministers in the period of time between meetings of the Council.
