                          EXECUTIVE SUMMARY
                           as of 29 Mar 98
1.  Most of the information below is listed for 87004F100 only;
however, the same information is applicable for 87004F200.  The
only difference between the two TOEs is the exchange of some
infantry and armor officer and enlisted MOSs in some positions.
There is no impact on personnel and equipment quantities and cost
data.
2.  PURPOSE. The F-edition tables of organization and equipment were
developed IAW regulatory guidelines and HQDA imposed constraints.
DTOEs 87004F100/200 are designed for COMPO 1 and 2 organizations.
These TOEs have been reviewed and developed IAW regulatory guidelines
and HQDA imposed constraints to ensure that approved regulations,
related BOIP data, and the latest information concerning how these
organizations operate are reflected.  Doctrine, OPFAC rules, MARC,
and pertinent Standards of Grade requirements have been formulated
to support the requirement for these organizations.

    e.  Major Changes. Redesign of command and control.  Former
TAC, Main, and Rear CPs have been reorganized into a Tactical CP
and a Main CP which has incorporated the functions of the Rear CP.
Other changes include:  increased manning for the Tac CP and the
ADC(M) section, creation of Mobility and Survivability sections
at both CPs, creation of an Information Operations section at the
Main CP, additional manning to convert the Chief of Staff's three
LNO Teams into ten digitization LNO Teams, creation of a Security
and Survivability section in the Main CP, creation of a Targeting
Team section in the Main CP, creation of a Command Information
Center and re-focusing duties of the Headquarters Commandant to
run the CIC instead of the SGS, adding the Division Engineer
Section organic to the HHC and the Division staff and increased
manning in the section, identification of a DISCOM cell to augment
the staff, increased manning of the Division Surgeon cell and
transfer of some functions from DISCOM, and transfer of previous
ADSO functions from the Division Signal Bn by adding a G6 and
five sections organic to the HHC and the Division Staff to
provide signal and ADP support for both CPs.
3.  MISSION/CAPABILITIES/SECTION I.
    a.  Provides command, staff planning, control and supervision of
administration and operations of the division and attached units.
    b.  Provides operation of a tactical and a main command post.
    c.  See TOE Section I for a complete list of capabilities and
limitations of this organization and its subordinate units.

   DIVISION AND ATTACHED UNITS.
           (2)  OPERATION OF ONE DIVISION TACTICAL COMMAND
   POST AND A DIVISION MAIN COMMAND POST.
           (3) FOOD SERVICE FOR A MILITARY POLICE COMPANY,
   TOE 19333F000.
           (4) FOOD SERVICE, RELIGIOUS, HEALTH SERVICE,
   FINANCE, UCMJ, MAINTENANCE, PERSONNEL ADMINISTRATION, AND
   SUPPLY SUPPORT TO THE DIVISION BAND, TOE 12113L000.
       B.  THE COLUMNS UNDER LEVELS 2 AND 3 ADAPT THIS TABLE
   FOR REDUCED OPERATIONAL CAPABILITIES IN DECREMENTS OF 10%,

1.  GENERAL.  This Narrative Discussion is provided for both
variants.  The infantry or armor position titles reflected in
paragraph 3 are those from the F200 variant which was created first.
Some titles in paragraph 3 may not match those found in F100, but the
grades are the same.  The difference in variants F100 and F200 is a
reversal in infantry and armor officer and enlisted MOSs, where
possible.  Some positions had grades in an MOS that did not have a
corresponding grade with the same standard duty title code (SDTC)
in the other MOS.  In those cases, the MOS did not change or a
similar SDTC was selected.

    b.  Purpose and authority for the preparation and revisions of
Tables of Organization and Equipment (TOE).
        (1)  PURPOSE.  These F-edition tables of organization and
equipment were developed IAW regulatory guidelines and HQDA imposed
contraints.  DTOEs 87004F100/200 are designed for COMPO 1 and 2
organizations.  These TOEs has been reviewed to ensure that
approved regulations, related BOIP data and the latest information
concerning how these organizations operate are reflected.  Doctrine,
OPFAC rules, MARC, and pertinent standards of grade requirements
have been formulated to support the requirement for these
organizations.
        (2)  These versions of the TOEs have been prepared in
accordance with the provisions of current TOE development regulations
and guidance.
        (3)  All equipment readiness codes (ERCs) in these TOEs have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.
        (5)  The unit MARC Code is 21A.  These are a headquarters
units that operate in the division area.  They are a one-base unit
organized by cells for dispersion, are digitized with advanced
technology, and move more often than once every three days.
2.  EMPLOYMENT.  There is one operational Tactical Command Post.
The Division main command post contains those elements that permit
the Commander to see the battle in sufficient detail and depth to
enable him to position his combat service support elements.  The
Division staff is organized under the general staff concept.  Related
tactical operations are grouped together in cells for further
dispersion on the high intensity battlefield, enhancing
survivability.
3.  METHODS OF OPERATIONS AND FUNCTIONS.
    a.  PARAGRAPH 01, Command Group.
        (1)  Functions.  The Command Group performs the following
functions:  the Commander, with assistance from his personal staff,
plans, directs, supervises, motivates, and assigns the soldiers and
