                          EXECUTIVE SUMMARY
1.  PURPOSE.  This is a cyclic review of the A-Edition TOE.  This
TOE has been updated to reflect approved doctrine and the latest
information concerning changes in Operational Concepts, Operational
Requirements Documents (ORDs), and related Basis of Issue Plans
(BOIP) data.  The advantages are as follows:  Concept changes are
incorporated, manpower and equipment requirements are updated, and
the application of documentation procedures provides an outline of
the unit's modernization process.

    e.  Major Changes.
        (1)   The new MARC figures have been applied to the TOE and
radios have been reconfigured based on the latest approved OPFAC
rules.
        (2)  Para 01, 1 E6 92G, Enlisted Aide, was added IAW
FMBB Table 2-2.  SGA is IAW NOFC E-9711-19, Table 10-92G-2,
Line 24, Note 1.  1 E5 71L, Admin Sgt, was deleted.  The E5 71L,
Executive Admin Asst in the para IAW FMBB para 10-2a, provides
sufficient admin spt.  1 E3 31U, Signal Support System Specialist,
was added to provide additional radio operator support to the TAC CP
IAW the CAC allocation rules, page C-43 TOE Developer's Reference
Book.  One 3/4 ton high mobility cargo trailer, LIN Z36272 was
deleted.  This trailers provided excess lift capability beyond the
section's 100% mobility requirement.
        (3)  Para 02, 1 O3 35D, Tactical Intelligence Officer, was
replaced by 1 O3 35C, Imagery Interpretation Officer, IAW FMBB,
Table 13-5.  One 3/4 ton high mobility cargo trailer, LIN Z36272 was
deleted.  This trailer provided excess lift capability beyond the
section's 100% mobility requirement.
        (4)  Para 04, 1 O4 74B, Tac Chem Ops Off, and 1 E7 54B,
NBC Staff NCO, were deleted.  These positions are organic to the
Division Chemical Company, SRC 03157L200, which provides the
personnel to the division TAC CP.
        (5)  Para 05, 1 E6 92G, Enlisted Aide, was added IAW FMBB
Table 2-2.  SGA is IAW NOFC E-9711-19, Table 10-92G-2, Line 24,
Note 1.  1 APC and 1 E4 11M, Carrier Driver, were moved to paragraph
27 to support the ADC-S.
        (6)  Para 06, 1 E5 71L, Administrative Sgt, was deleted.
There is already 1 E4 71L, Executive Admin Assistant in the
paragraph IAW FMBB para 10-2a.(1) to provide this support.  SGA for
the E4 is IAW DA Circular 611-98-1, Table B-12, Line 16, note 1.
One 3/4 ton high mobility cargo trailer, LIN Z36272 was deleted.
This trailer provided excess lift capability beyond the section's
100% mobility requirement.
        (7)  Para 07, 1 E7 96B, Senior Intel Sgt, was moved from
para 19 to support the mission of this section.  SGA is IAW
NOFC E-9711-11, Table 10-96B-2, Line 7, note 2a.  1 E4 96B, Intel
Analyst, replaced 1 E4 96D, Imagery Analyst.
        (8)  Para 08, 1 HMMWV, LIN T61494, was changed from ERC A to
ERC B.  This was not a command and control vehicle.  One 3/4 ton
high mobility cargo trailer, LIN Z36272, and one 2-1/2 ton trailer
LMTV, LIN Z36068 were deleted as they provided excess lift
capability beyond the section's 100% mobility requirement.
        (9)  Para 12, 1 E4 96D, Imagery Analyst, was deleted.
Position not MARC supported.  1 O4 39B, Psyops Officer, and 1 E7
37F, Psyops NCO, were added IAW FDU Decision 95-2.
        (10) Para 13, 1 HMMWV, LIN T61494, was changed from ERC A to
ERC B.  This vehicle is not required for command and control.
        (11) Para 14, 1 E7 98C was regrade as an E6 98C.  1 E5 98C
was replaced by 1 E4 98J.
        (12) Para 19, 1 E7 96B, Senior Intel Sgt, was moved to para
07.  1 E6 96B, Senior Intelligence Analyst, was deleted as no SGA
supports this position and was replaced with 1 E3 96B, Intelligence
Analyst.  1 HMMWV, LIN T61494, was changed from ERC A to ERC B.
This vehicle is required for command and control.  1 HMMWV, LIN
T61494, and one 3/4 ton high mobility cargo trailer, LIN Z36272,
were deleted as they provided excess lift capability beyond the
section's 100% mobility requirement.
        (13) Para 20, Two HMWWVs, LIN T61494, were changed from
ERC A to ERC B.  These vehicles are not required for command and
control.  Two HMMWVs, LIN T61494, were deleted as they provided
excess lift capability beyond the section's 100% mobility
requirement.
        (14) Para 21, One 1-1/2 ton cargo trailer, LIN W95811, was
deleted at ICP C114.  The trailer provided excess lift capability
beyond the section's 100% mobility requirement.
        (15) Para 23, 1 E8 19Z, First Sergeant, was replaced by
1 11M, First Sergeant.  1 E4 NBC Specialist was deleted IAW FMBB
para 4-1a.  1 E4 Decon Specialist was added to support the unit's
decon equipment.  1 E5 92Y, Asst Supply Sgt, 1 E4 92Y, Supply
Specialist, and 1 E3 Supply Specialist, were added IAW FMBB para
11-6a.  SGA for these position is IAW NOFC E-9711-19, Table 10-92Y-2
Lines 1, 2, and 3.  These positions were moved from para 32, Pers
Ops Sec.  1 E4 71L, Mail Delivery Specialist, was added IAW FMBB
para 10-16a.  One 2-1/2 ton truck 4x4 LMTV, LIN T60081, was added
IAW AR 71-32, para D-61 c.(3).  The unit has more than 220 soldiers.
        (16) Para 25, 1 E8 63Z, Senior Maintenance Supervisor, was
replaced by 1 E7 63B, Motor Sergeant, IAW NOFC E-9711-31, Table
10-63B-2, Line 5.  1 63B, Light Wheel Vehicle Mechanic, was deleted
IAW the MARC 269 report. NOFC E-9711-31, Table 10-63B-2, Lines 1, 2,
and 3 remove 1 E5 and 1 E4 and add 1 E3.  1 E4 63D, Sp FA Auto Sys
Mechanic, was deleted IAW the MARC 269 Report.  1 E4 92A, Equipment
Records/Parts Specialist, was deleted.  The third position was not
supported by FMBB para 11-4a.  One HMMWV, LIN T61494, was added IAW
AR 71-32 para D-61 c.(2).
        (17) Para 26, One 2-1/2 ton cargo truck 4x4 LMTV,
LIN T60081, and one 2-1/2 ton trailer LMTV, LIN Z36068, were
replaced by one HMMWV, LIN T61494, and one 3/4 ton high mobility
cargo trailer, LIN Z36272.  The replaced vehicles provided excess
lift capability beyond the section's 100% mobility requirement.
        (18) Para 27, 1 E6 92G, Enlisted Aide, was added IAW FMBB
Table 2-2.  SGA is IAW NOFC E-9711-19, Table 10-92G-2, Line 24
Note 1.  1 APC and E4 11M, Carrier Driver, were moved from paragraph
5 to support the ADC-S.
        (19) Para 30, One HMMWV, LIN T61494 was deleted. One 2-1/2
ton cargo truck 4x4 LMTV, LIN T60081, was moved to paragraph 33.
The vehicles provided excess lift capability beyond the section's
50% mobility requirement.
        (20) Para 31, One 3/4 ton high mobility cargo trailer, LIN
Z36272, was deleted.  The trailer provided excess lift capability
beyond the section's 50% mobility requirement.
        (21) Para 32, 1 E8 11M, Section Sergeant, was deleted and
replaced by 1 E8 75H, Senior Personnel Services Sergeant, IAW FMBB
para 10-14f.  SGA is IAW NOFC E-9711-3, Table 10-75H-2, Line 13,
note 3.  3 E7 11M, Team Sergeants, were deleted and replaced by
3 E7 75H, Platoon Sergeant, IAW FMBB para 10-14g.  SGA is IAW NOFC
E-9711-3, Table 10-75H-2, Line 11, note 1.  1 E5 75H, Personnel
Services Sergeant, 1 E4 75H, Personnel Services Specialist, and
1 E3 75H, Personnel Services Clerk, were added IAW FMBB para
10-18d.(2)(d).  SGA is IAW NOFC E-9711-3, Table 10-75H-2, Lines 1-3.
1 E4 71L, Administrative Clerk, was deleted.  Its functions are
performed by the 75Hs added.  1 E5 92Y, Supply Sgt, 1 E4 92Y, Supply
Specialist, and 1 E3 92Y, Supply Specialist, functions were moved to
para 23, IAW FMBB para 11-5b. and FM 12-6, chapters 4 and 12.
One HMMWV, LIN T61494, and two 3/4 ton high mobility cargo trailers,
LIN Z36272, were deleted.  These vehicles provided excess lift
capability beyond the section's 50% mobility requirement.
        (22) Para 33,  1 E8 75H, Sr Pers Svc Sgt, was added IAW FMBB
para 10-14E.(4).  SGA is IAW NOFC E-9711-3, Table 10-75H-2, Line 13,
note 9.  1 E5 75H, Pers Svcs Sgt, was deleted IAW FMBB para 10-18.
One 3/4 ton high mobility cargo trailer, LIN Z36272, was deleted.
The trailer provided excess lift capability beyond the section's 50%
mobility requirement.
        (25) Para 34, 1 E4 71L, Administrative Specialist, was
deleted and replaced with 1 E5 71L, Executive Administrative
Assistant; IAW DA Circular 611-98-1, Table B-12, Line 17, note 5.
1 O4 39C, Civil Affairs Officer, was added IAW FDU Decision 95-2.
        (26) Para 35, 1 E4 71L, Admin Spec, was deleted and replaced

        (27) Para 36, Two 3/4 ton high mobility cargo trailers, LIN
Z36272, were deleted.  The trailers provided excess lift capability
beyond the section's 50% mobility requirement.
        (28) Para 38, 2 O3 46A, Public Affairs Officer, and 1 E3 46R,
Broadcast Journalist, were deleted.  Positions not supported by FMBB
para 10-6a.  1 E5 46Q, Journalist, and 1 E3 46Q, Journalist, were
added IAW FMBB para 10-6a.  SGA is IAW NOFC E-9711-4, Table 10-46Q-2,
Lines 1 and 3.  One 3/4 ton high mobility cargo trailer, LIN
Z36272, was deleted.  The trailer provided excess lift capability
beyond the section's 50% mobility requirement.
2.  MISSION/CAPABILITIES/SECTION I.
    a.  Provides command, control, and supervision of all assigned
and attached units.
    b.  Provides staff planning and guidance for units supporting
division operations.
    c.  See TOE Section 1 for a complete list of capabilities and
limitations of this organization.
3.  ASSIGNMENT.  Organic to the Infantry Division (Mechanized),
TOE 87004A200.
4.  PERSONNEL.
    a.  Differences between design and documented OTOE requirements
where the design OTOE equals the unit's stregnth cap.

1.  MISSION.  Plans, directs, controls, and coordinates the
division's operations.  Task organizes the mix of combat,
combat support, and combat service support units employed by
the division.
2.  ASSIGNMENT.  Organic to a Heavy Division, TOE
87004A100/200.
3.  CAPABILITIES.
    A.  AT LEVEL 1, This unit provides:
        (1)  Command, control, staff planning, and supervision
of the operations of a division and attached units.
        (2)  Establishes a Rear Command Post, Main Command
Post, and a forward Tactical Command Post.
        (3)  Provides field feeding for an aggregate of 622
personnel that will be colocated with the HHC for feeding:
Military Police (MP) Co, Hvy Div, TOE 19333L000; the Division
Band, TOE 12113L000; the Chemical Co, Hvy Div, TOE 03157L200;
and other personnel attached to the HQs as required to
support staff operations.
        (4)  Strength accounting, replacement operations,
personnel accounting, casusalty reporting, and classified
document control for the division.
    B.  The columns under levels 2 and 3 adapt this table for
reduced operational capabilities in decrements of 10%, to
approximately 90% for level 2 and 80% for level 3.
    C.  This unit is not adaptable to a Type B Organization.
    D.  The columns designated by levels 1 through 3 are
designed and relate to categories established by AR 220-1,
Unit Status Reporting.
    E.  Individuals of this organization, except chaplains
and medical personnel, can assist in the coordinated defense
of the unit's area or installation.
    F.  This units performs unit level maintenance on all
organic equipment except COMSEC equipment.
    G.  THIS UNIT IS DEPENDENT ON:
        (1)  Appropriate elements of the division or corps
for combat health, finance, personnel, and administrative
support.
        (2)  The Civil Affairs Bn (GP) TOE 41705L000, for
supplementary civil affairs support.
        (3)  The Aviation Bde, TOE 01300A100/200, for command
and reconnaisance helicopter support.
        (4)  The 6 Node Division Signal Bn, TOE 11065L400,
for record traffic and common user communication.  Provides
maintenance repair capability for COMSEC equipment.
        (5)  The Air Defense Artillery Bn, Hvy Div,
TOE 44175L300, for local air defense.
        (6)  The Military Police Co, Hvy Div, TOE 19333L000,
for internal physical security of the division CPs as well as
personal security for designated personnel.
        (7)  The Transportation Motor Transport Co, MSB,
Hvy Div, TOE 55188L000, for supplemental transportation.
        (8)  The U.S. Air Force Weather Service to provide an
18 person detachment to operate the Staff Weather Office.
        (9)  The Support Command, Hvy Div, TOE 63000A100/200:
assists with the reception and onward movement of replacement
personnel; provides point retail fuel service to the Rear CP.
        (10) Judge Advocate General Detachment, TOE 27522LD00
(Trail Defense Team), for Trail Defense Counsel support.
        (11) Judge Advocate General Detachment, TOE 27522LF00
(Military Judge Team), for Military Judge support.
        (12) Additional support of Rear Operations through
Rear Operations Center(ROC), TOE 87103L000.
        (13) Chemical Company, TOE 03157L200, provides
chemical support to the division TAC and Main CPs.
4.  BASIS OF ALLOCATION.  One per Heavy Division,
TOE 87004A100/200.
5.  CATEGORY.  This unit is designated a Category II unit.

6.  MOBILITY.
    A.  This unit is capable of transporting 161,260 pounds
(8,595.0 cubic feet) of TOE equipment with organic vehicles.
    B.  This unit has 59,682 pounds (5200.0 cubic feet) of
TOE equipment requiring transportation.
    C.  This unit requires its TOE equipment be transported
in a single lift using TOE required vehicles as follows:
        (1)  TACTICAL CP           - 100%
        (2)  Command Group/Main CP - 100%
        (3)  G3 Operations/Main CP - 100%

        (2)  This TOE revises the current A-Edition of the
Headquarters and Headquarters Company, Infantry Division (Mech).
This TOE is undergoing a cyclic review to incoporate current
doctrinal concepts and techniques, and update the MARC driven
positions.
        (3)  This TOE has been prepared in accordance with the
provisions of current TOE development regulations and guidance.
        (4)  All equipment readiness codes (ERCs) in this TOE have
been reviewed to ensure strict compliance with criteria in AR 220-1,
Unit Status Reporting.  They also have been reviewed to ensure they
are aligned at the paragraph level of detail.
        (5)  The unit MARC Code is 21A.  This is a Combat Support
unit that operates in the Division area.  It is considered a mobile
multibased unit that moves after deployment.
2.  EMPLOYMENT.
    a.   The Division Heaquarters operates as a tactical and
administrative headquarters.  The headquarters element operates
three separate command posts.  The tactical command post is
positioned forward of the brigade rear boundry and moves more than
once every three days.  The main and rear command posts are
posistioned forward of the division rear boundary.
    b.   The headquarters company is employed with the Main Command
Post.  It provides sustainment support to all headquarters elements.
3.  METHODS OF OPERATIONS AND FUNCTIONS.
