    The attached TOE is for the tri-annual cyclic update of

    e.  Major Changes.
        (1)  Removed the Message Center in the Retrans
Section because it is replaced by modernized equipment in all
units.  Coordinated with Armor School and National Guard
Bureau.  This resulted in removing 5 personnel positions, 3
HMMWVs, and message center equipment from the base TOE.
        (2)  Removed WO position, MOS 550A0, in SJA Section
because this regiment does not have court martial
jurisdiction.  Coordinated with SJA and Armor School.
        (3)  Removed the ambulance from the Troop HQs and
created new paragraph.  Coordinated with Medical Center and
Armor School.
2.  MISSION/CAPABILITIES/SECTION I.
    a.  Provides command and control, support and supervision
of organic and attached units.
    b.  Provides command, control, and supervision for the
regiment.
    c.  See TOE Section I for a complete list of capabilities
and limitations of this organization and its subordinate
units.

     b.  Force structure information for the TOE is based on
current M-Force and E-Date of 9904.
     c.  HQDA approved commodity consumption rates were used
in the development of these TOEs and are reflected in the
Cost Analysis Summaries.
     d.  The difference in cost are primarily due to the
modernization of equipment from the BTOE to the OTOE.

    b.  Purpose and authority for the preparation and
revisions of Table(s) of Organization and Equipment (TOE).
        (1)  Cyclic review in accordance with AR 71-32.
        (2)  This TOE revises the current L-edition of the
Headquarters and Headquarters Troop, Armored Cavalry
Regiment.  This revision incorporates concept changes,
applies updated MARC, and applies incremental TOE development
procedures.
        (3)  This version of the TOE has been prepared in
accordance with the provisions of current TOE development
regulations and guidance.
        (4)  All equipment readiness codes (ERC) in this TOE
comply with the criteria in AR 220-1, Unit Status Reporting.
        (5)  The unit MARC Code is 21A.  This is a combat
unit that operates in  the forward area.  This unit moves
frequently and must be 100% mobile.
2.  EMPLOYMENT.
    a.  The Headquarters and Headquarters Troop (HHT)
operates as a tactical and administrative headquarters for
the Armored Cavalry Regiment.  The ACR is a self-contained
combined arms organization that supports the corps or joint
task force.  It operates independently over a wide area and
at extended distances from other units.  The HHT supports the
functions of command, control, and supervision of operating
elements.  Elements of the headquarters operate the
communications center, personnel services for the regiment,
logistical services, maintenance support, mess facility,
medical evacuation and support services.  These elements are
located in various locations in the battle area according to
the mission and situation.
3.  METHODS OF OPERATIONS AND FUNCTIONS.
    a.  PARAGRAPH 01, COMMAND SECTION.
        (1)  Functions. Provides command and control for the
regiment and assigned and supporting elements.  The commander
is assisted by an executive officer (XO), a command sergeant
major (CSM), the coordinating staff:  S1 through S5, and
special staff: Fire Support Coordinator (FSCOORD), SJA, the
signal officer, chaplain, and field surgeon.  The commander's
cavalry fighting vehicle (CFV) crew consists of a vehicle
commander, gunner and driver.  There are as two vehicle
drivers for the commander's and XO's command and control
vehicles.  The commander designates the driver for the CSM's
vehicle.

    g.  PARAGRAPH 07, S-3 SECTION.
        (1) Functions.  Provides planning, supervision, and
execution of regimental operations.  It is concerned with
planning of future tactical operations while monitoring all
aspects of the current battle and coordinating options with
other elements on the battlefield.  It oversees training and
troop movement, maintains unit status, and supervises combat
service support for the regiment. It consists of an assistant
S3, an S3 air, two liaison officers, an operations sergeant,
a master gunner, an operations assistant, two liaison
assistants, a vehicle driver, a carrier driver, and an
