New SAR (Search and Rescue) Facility Opened at Tallinn Mine Harbour

On October 12th, the Estonian Centre for Defence Investments (ECDI) and the Police and Border Guard Board (PBGB) opened a new SAR (Search and Rescue) facility at Tallinn Mine Harbour, bringing together the maritime rescue training centre and the PBGB's maritime rescue unit under one roof.
"We are pleased that, with the addition of this new SAR facility, Mine Harbour has gained an energy-efficient building that will not only improve maritime rescue training but also help reduce long-term administrative costs," said Ando Voogma, the ECDI's North-Northeast Portfolio Manager, at the opening ceremony. "The comprehensive development of Mine Harbour continues - work is currently underway on reconstructing the breakwater and quays to ensure readiness for the reception of allied vessels at any time."
The newly completed SAR facility consolidates the maritime rescue training centre and the PBGB's maritime rescue unit at Mine Harbour. Until now, the rescue command post and training facilities had been located in different buildings. To ensure energy efficiency and functionality, some rooms in the new building are designed for shared use between the units.
According to Raina Jeeberg, PPA Marine Rescue Service Head, the new SAR facility at Mine Harbour will allow the them to better assist people in distress at sea. "Now our units responsible for maritime rescue operations can relocate here from their previous locations. This will improve coordination in responding to rescue incidents, and we are especially pleased that the new building also provides better conditions for training our rescuers," added Jeeberg.
The new SAR facility houses the PPA's maritime rescue service spaces, including areas for training, maintaining operational readiness, and office work. In addition, the building includes storage and maintenance rooms for rescue equipment, as well as a workshop.
"The Mine Harbour SAR facility is an important project for us, as it significantly improves the working and learning environment for maritime rescue operations. Bringing the rescue units and training centre together under one roof creates the conditions for faster and better-coordinated rescue efforts," said Indrek Kaselt, Construction Manager at Vanalinna Ehitus. "Our goal was to ensure that the new building is energy-efficient, functional, and sustainable for years to come."
The facility was designed by Esplan OÜ, and the total construction cost was approximately €3.7 million.
