  • NIGERIA: Militia leader in oil region agrees to hold fire as long as not attacked IRIN 29 Sep 2004 -- A militia leader who has declared war on oil companies operating in southeastern Nigeria flew to the capital Abuja on Wednesday for surprise talks with President Olusegun Obasanjo on ways to defuse rising tension in the oil-rich Niger Delta.

  • Liberia can't yet fund diamond certification scheme needed to end sanctions - UN UN News Centre 29 Sep 2004 -- Experts monitoring the ban on Liberia's diamond trade say without external funding, the country will not be able to institute a certificate-of-origin regime for trade in the gemstones - a condition considered necessary for the United Nations Security Council to lift the sanctions.
  • Sudan: UNHCR Chief Calls For An End To All Violence in Darfur RFE/RL 29 Sep 2004 -- The UN High Commissioner for Refugees says a complete end to violence in Sudan's western region of Darfur is needed to convince hundreds of thousands of displaced people they can eventually return to their homes. Ruud Lubbers said there is enormous mistrust between Darfur's displaced population and Sudanese authorities. Although security has improved in recent months, more than 1.4 million Darfur residents have been displaced and are still afraid to return home amid continuing reports of attacks by Arab militia fighters. A UN Security Council resolution threatens Sudan with possible sanctions if it fails to stop the violence. The UN has called Darfur the world's worst humanitarian crisis. The United States describes it as genocide and accuses Sudan's Islamist government of involvement. But Sudan's foreign minister says the administration in Washington is exaggerating the crisis to gain votes in the upcoming U.S. election.
  • UGANDA: 21 LRA rebels killed in fresh fighting in the north - army IRIN 29 Sep 2004 -- The Ugandan army said on Wednesday it had killed 21 fighters of the Lord's Resistance Army (LRA) in renewed fighting in the north of the country and captured a son of LRA leader Joseph Kony, among others.
  • SUDAN: Renewed fighting reported in South Darfur IRIN 29 Sep 2004 -- Renewed fighting in South Darfur State has reportedly driven at least 5,000 people from their homes in the last three days, non-governmental organisations operating in the area said on Tuesday. The displaced, they added, were now seeking shelter under trees and waiting without food, water or shelter.
