Lawmaker Submits Bill to Create Office of Homeland Security
(H.R. 3026 introduced to House October 4) (220) By Steve La Rocque Washington File Staff Writer Washington - A lawmaker who spent much of his working life as an airline pilot has submitted a bill to create an Office of Homeland Security within the Executive Office of the President. Representative James Gibbons (Republican of Nevada) introduced H.R. 3026 into the House of Representatives October 4, in response to the September 11 terrorist attack on the United States utilizing hijacked airplanes. Gibbons, who was a commercial airline pilot for both Western Airlines and Delta, was joined by four other legislators in sponsoring the bill which would create an office to "lead, oversee, and coordinate a comprehensive national homeland security strategy to safeguard the Nation," according to the Congressional Record. The bill was referred to the House Committee on Governmental Reform, the House Committee on Armed Services, the House Judiciary Committee, the House Committee on Transportation and Infrastructure, the House Committee on Energy and Commerce, and the House Select Committee on Intelligence. Gibbons sits on the House Armed Services Committee and the House Select Committee on Intelligence.
