Papago Army Aviation Support Facility [AASF]

The Papago Military Reservation, a 3/4 square mile facility used by the Arizona National Guard, is located in Phoenix, AZ. Phoenix Sky Harbor Airport is located approximately 1.5 miles to the southwest. The FY2001 Defense bill funded nine projects at Arizona military installations, including $2.265 million for improving the readiness center at the Army National Guard's Papago Military Reservation. The Arizona Military Museum in Phoenix, Arizona shares the building with the Arizona Regional Training Institute on Papago Military Reservation at 52nd Street and East McDowell Road.

Papago Army Aviation Support Facility [AASF] is within the city limits of Phoenix 24 miles east of Luke AFB and 4 miles northeast of Phoenix Sky Harbor Airport. It's geographic coor-dinates are 3328'N, 11158'W. Field elevation is 1250 feet above mean sea level. The runway is oriented 080/260 and is 3500 feet long. The Arizona Army National Guard has a number of AH-64, OH-58, and UH-1 helicopters and a C-12 (flown out of Phoenix Sky Harbor) at the AASF. Papago AASF is bordered on the west through north by a residential district. The remaining borders are open land composed of desert scrub and low hills. It is situated on the gradual sloping north bank of the Salt River basin.

The airfield is within the Metro Phoenix corridor where two typical weather pat-terns affect flying weather. Summer thunderstorms approaching from the south are steered northward between the Superstition and Estrella mountain ranges and typically pass just to the east of the field. Occurrences of strong winds from this scenario are rare unless the threat comes from a complex of cells. Much more favorable conditions exist when the cells approach from the north through southeast when thunderstorms descend the slopes of the Mogollon Rim shortly after sunset. Flash flooding has been known to occur from the numerous small washes around the area but recent improvements in drainage to the Salt River due to increased residential growth have nearly eliminated this hazard. Even extended periods of rainfall during the winter months affect little of the field. An-other problem during the winter occurs due to the heat island effect of Metro Phoenix. Domes of high pressure create inversions that trap pollutants that re-strict visibility in some cases to less than 3 miles. This weather pattern usually persists for several days with day to day decreases in air quality. On rare occa-sions following extensive rain associated with a frontal system, followed by clearing and development of a radiation inversion, fog will develop along the Salt River and spread into the valleys. Due to the gradual slope of the terrain, Phoe-nix Sky Harbor will have the worst conditions while Papago being 120 feet higher in elevation will usually escape the obscuration.

The Luke AFB Weather Flight provides support to the 56th Fighter Wing and the flying operations of the United States Air Force and Allied Air Forces. It employs observers and forecasters to produce products for Luke AFB, the Air National Guard at Papago Army Airfield, the 161st Air Refueling Wing at Phoenix Sky Harbor International Airport, Gila Bend Air Force Auxillary Field, the A Company, 1st Batallion, 14th Aviation Regiment at Falcon Field, Mesa, and nearly 2 million acres of southern Arizona known as the Barry Goldwater Range.

The 90-acre Motorola 52nd Street site is located in Phoenix, Arizona. The facility is zoned for industrial use and surrounded by a mixture of light industrial and residential properties. The nearest residences are less than 100 feet from the western property boundary. Major geographic features are the Papago buttes to the east of the plant, the Salt River flowing westerly about one mile to the south, the Old Crosscut Canal located along 46th Street, and the Grand Canal which flows northwesterly through the area west of 40th Street and Van Buren Street. There are no critical habitats, wetlands, endangered species, or known historic sites in proximity to or affected by the site. This site is not situated in a flood plain. The Motorola facility is paved and consists of several large buildings used for the production of semiconductors, for the storage of product and chemicals, and for administrative purposes. The facility also contains a reverse-osmosis/deionization plant that produces ultra-clean water for the manufacturing process, cooling towers for the facility, and large parking areas for employees.
