Naval Regional Contracting Center (NRCC), Singapore
Initially established as Mobil Support Unit Foxtrot in 1968 at the height of the Vietnam War, the U.S. Naval Regional Contracting Center (NRCC) is the oldest Department of Defense organization operating in Singapore. Comprised of four main offices in Singapore, Hong Kong, Jakarta and Manila and a reserve detachment in San Diego, the command has over 180 personnel. NRCC is a third echelon Command of Commander in Chief, U.S. Pacific Fleet.
NRCC's mission is to provide all supply and service contracting support for U.S. Navy ships and commands deployed in the SEVENTH Fleet Area of Responsibility. As such, the command's service area covers much of the Pacific and Indian Ocean and stretches from the International Date Line to the Straits of Hormuz in the Arabian Gulf region. Typical contracting support provided includes ship repair, all ashore logistics support, provisions and port services. NRCC is designated as the CINCPACFLT Contingency Contracting command and routinely deploys to support major regional training operations such as TANDEM THRUST, COBRA GOLD, and BALIKANTAN.
In addition to NRCC's contracting function, the command is the major ashore logistics service provider to other commands with a presence in Singapore and the region. These services include: shore power for visiting ships, a Ready Supply Stores inventory of dry and frozen provisions and other consumables, Fleet Freight Forwarding for transiting ships, the operation of three Fleet Post Offices (Singapore, Hong Kong, Jakarta, and Manila), a Navy Exchange Retail Store in Singapore, a full range Moral, Welfare, and Recreation (MWR) program that includes two "all hands" clubs, The Terror Club and One Degree North, and a full service Fleet Gym. In Hong Kong, the command operates the "Fleet Arcade" successor to the former "China Fleet Club." NRCC MWR provides a full range of discount tickets and tours in all frequently called ports in the Pacific and Indian Ocean.
The U.S. Naval Regional Contracting Center (NRCC), Singapore, is responsible for coordinating all Department of the Navy affairs related to procurement and ship repair contracting in Singapore and throughout the Western Pacific region. In addition, NRCC provides administrative and logistic support, including morale, welfare and recreation support, for visiting Seventh Fleet ships; and supports various Department of the Navy units and Department of Defense agencies located in Singapore, including COMLOG WESTPAC, Military Sealift Command Officer, the U.S. coast Guard, Naval Criminal Investigative Office, and the Naval Oceanographic Office.
Originally established in April 1968 as Mobile Unit Detachment Foxtrot, supporting visiting ships in Singapore, NRCC's mission has evolved and grown through the years. NRCC was established as an independent command in January 1991, and in March 1992, moved to its current location here in Sembawang, with detachments in Hong Kong and Manila.
Today NRCC is responsible for nearly one hundred million dollars in contract actions annually. Including detachments, NRCC-SG has a workforce of 156 civilians, including 110 foreign service national employees, and 30 military personnel. NRCC is a keystone in the Navy's logistics support structure in the Pacific, as it constantly undertakes new initiatives designed to upgrade capabilities and expand its role in improving logistics support and fleet readiness.
