Naval Regional Contracting Center Naples (NRCC Naples)
Naval Regional Contracting Center Naples (NRCC Naples) is a Navy shore activity operating under the Commander in Chief, United States Naval Forces Europe. NRCC Naples consists of a Headquarters unit and two separate detachments. The NRCC Naples Headquarters is located in Capodichino (Naples), Italy. The two detachments are NRCC Detachment London and NRCC Detachment Bahrain. The Bahrain detachment includes a satellite office in Dubai, UAE.
The mission of NRCC Naples is to provide fleet and base support for US Navy, Military Sealift and Coast Guard ships; US bases and facilities located in Europe, Africa and Southwest Asia; contingency operations; and continental US activities requiring supplies and services from Europe, Africa and Southwest Asia.
The Base Support Branch (N02C) of the Naval Regional Contracting Center (NRCC) supports customers located at the Naval Support Activities (NSA's) in Naples, Italy; Gaeta, Italy; La Maddalena, Italy and Souda Bay, Greece. Additionally, this branch supports Naval Air Station (NAS) Sigonella, Italy and Naval Station Rota, Spain , the Naval Support Element at the NATO Joint Command SouthCent in Larissa, Greece as well as the Naval Medical Research Unit Number 3 in Cairo, Egypt. Various CONUS activities requiring supplies or services from sources located in Europe also utilize this branch's expertise.
The Base Support Branch supports its customers by planning their procurements, including conducting market surveys, developing specifications and statements of work, estimating costs, and developing quality assurance plans. In conducting the procurement and in making the source selection, the Base Support Branch strives to achieve the Best Value for its customers by considering the quality of the proposed product or services, the past performance of the competitors, and the offered prices. It does not rely upon price alone when making source selections.
Additionally, the Base Support Branch awards contracts for a wide array of supplies and services. The services include a wide variety of single function and multi-functional (i.e. Base Operating Support) service contracts including air terminal services, transportation services, mess services, BOQ/ BEQ operation services, copier services, legal services, health care services, telecommunication services, and housing support services. The supplies include computers and software, money exchange machines, construction supplies, potable water, commissary equipment, and weapons systems' spare parts.
The Base Support Branch includes both American and Italian acquisition professionals making maximum use of the latitude and discretion provided by acquisition reforms - e.g. oral presentations, Cost As an Independent Variable (CAIV), Commercial Item acquisitions, past performance assessments and best value source selections - to assure smarter, faster, cheaper procurements for its customers.
